shoot while flying.Game is not only restricted to mission but You can do wahtever you want.you can build a good body in GYM,can drive a texi and can earn some money,can enjoy driving on long clean roads,and can have a romantic relations with female characters hehe.....can ask them to go out on exotic palces for dinner and can prent them ....and MUCH MORE.............

In GTA Vice City Stories a player can do almost whatever he want's.. for example he can fly a plane ,chopper, can steal vehicles can use different weapons and machine guns to disturb public, and can complete different levels and tasks to unlock some special areas.
behavior is mostly similar to Grand Theft Auto III although police units will now contain night sticks and will deploy spike strips to puncture the tires of the player's car, as well as SWAT teams from flying police helicopters and the aforementioned undercover police units, Miami Vice.....
